On October 15, Xu Fang, Contract Research Fellow at Beijing Research Center of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Deputy Secretary of the Party Committee of Capital University of Economics and Business, wrote in Economic Daily that talents are an important indicator of a country's comprehensive national strength. Innovation-driven development is essentially talent-driven development. We should understand that building an international scientific and technological innovation center is an important measure to build a country of innovators. Talents are the key to building the international scientific and technological innovation center. To build the talent-driven innovation system, we should build an ecosystem that cultivates innovative talents, and a green, open and shared talent-driven innovation ecosystem featuring coordination and integration of diverse subjects. On the whole, we should strengthen innovations that coordinate enterprises, universities, research institutes and end-users, optimize the institutional environment for talent-driven innovation, uphold the evaluation guidance centered on quality, performance and contribution, establish and improve an evaluation mechanism that follows the laws of scientific research, and enhance the protection of the IPRs of innovative achievements. Meanwhile, we should strengthen policy publicity, track and evaluate the implementation effects of talent policies, and constantly stimulate the innovative vitality of talents so that more excellent talents can work hard on a secure, open, diversified and inspiring platform featuring equal-footed exchanges, bold innovations and shared contributions, and contribute their wisdom and strength to building an international technology innovation center.
