He graduated from the Department of Political Education of Zhejiang Normal University in 1987 with a Bachelor of Philosophy degree. He graduated from the Department of International Politics, Renmin University of China in 1990 with a master's degree in law. In 1990, he was successively Deputy Minister of propaganda department, deputy director of Party committee office, deputy director of school office (party Committee office, President office), deputy director of propaganda department and news center of Party committee, deputy director of Propaganda Department of Party committee, assistant president and school office (party Committee office, President office) and Deputy Secretary of Party committee of government.
